said cannot borrow the local bank but have get the oversea invester like your guess is right....China......
My friend inside told me that this is a joke.... because oversea investor will be more hash on borrowing condition.....they just want to lengthen the time....then say... bye bye

What the law says

1.            There is no significant construction activity at the site for six consecutive.

2.            The developer is under the control of the Official Receiver.

3.            The developer admits in writing to the Housing Controller that it is unable to complete the project.
