Hi, why my s4 screen timeout not working?? Set to 30 second waited oso the screen didn't off. Any idea??

im not sure anyone faces encoutered this lil issue but as for me each time after hanging from  a conversation, the phone data will turn off by itself or even on, there will be no data connection. need to restart the phone to get back the 3g,4g connection. secondly is that the moment you hang up, you need some second before you can click on something because the phone is kinda like hang for a moment...anyone notice this...? or izzit just me
