Have you tried rend? It gives you fury too when it crits.

I think that's the price when we drop fury generation skill.

You are in better state as you have high EHP.

Assuming your skorn has some LS + using the skill rend.
Another quick solution, use passive / Unforgiving.

Keep the rare gloves and sell the IK.

3 reasons,
1) I reckon you have pretty low EHP. The rare gives you better EHP
2) Skorn, better attack speed with the rare
3) Get some gold from selling the IK gloves

First and foremost, craft a better hellring. Try get a trifecta hellring.
Secondly, if I were you, I'd change that Vile Ward. Go craft a better shoulder
Thirdly, try craft amulet.
So, these 3 options are "cheap" solutions. You don't need to spend billions of gold and you may get kick ass gears if you are lucky.

Next, you need some gold for upgrade.
3 gears must go.
The chest armor, try replace it with IK chest (if you want set bonus with the IK belt) or craft your own chest armor.
The pants, get inna's pants.
The boots, get Ice Climbers.

Next, if you have more gold to spend,
Upgrade your helm, replace it with Mempo with CC%
Upgrade your skorn, replace it with higher damage + CD + LS.
Optional, if you get skorn with LS, you can replace your IK belt with TWH.

Both skorn and DW are fine.
Skorn is generally cheaper than 2 x 1H weapon. You need to stack more IAS gears if you want to use skorn.

Either way, skorn or DW, get some LS on your weapon (one of the 2 if you DW).
This is to free the LS from your mighty belt so that you can use belt like TWH that gives you more DPS.

One of the cheapest options is, upgrade your radiant ruby on your weapons to marquise ruby.

Spending 200m for additional 6-7K DPS is considered cheap.

The simplest formula is, keep your EHP @ 600K (based on D3up) & 5.5%+ LS.
You should be quite comfortable with this specs.

However, it is certainly doable with lower EHP. 450K-500K is doable, even in VOTA.
It depends on your skill setup.
i.e. rend (BL)/overpower (CA) are good in restoring health/reducing damage.

It could be placebo or the mobs have been slowed down and thus you managed to dish out more hits on the mobs.
SoJ certainly does a good job on elites & bosses.

You've got a decent build there. Good dps and ehp.

First and foremost, go get an Inna's pants.
You are a skorn user. More attack speed from Inna's pants is nothing but advantage.
You don't need to stack so many EHP. Just keep 600K EHP. With 5.7% LS from your Skorn + rend, you can hardly die.

SoJ is a good thing. It scales so well as you upgrade your DPS.
Imagine 300K unbuffed DPS + 30% SOJ, that SoJ alone gives you 90K DPS.
No ring can beat it.

As you mentioned, you don't have problem killing normal mobs.
But you need longer time to kill elites.
SoJ could be the answer for you. It's meant to be elite killer.

To have 300K DPS, change the pants. Inna's are the ones you need.
And upgrade the skorn to 1400DPS with LS.
You can get better Mempo/Vile Ward/IK Chest/gloves/lacuni. That will require quite a lot of gold, I reckon.

(I don't change your passive. They seem fine to me. You can swap tough as nails with brawler/superstition/nerves of steel).

Try IK chest and vile ward.
Many options at AH. These should be easily replaced.

Marquise?
If this is the case, upgrade the weapon 1st.
Look for 1400+ DPS with 90%+ CD and LS

Possible but it's rare.
It would cost you at least 6b or more.

With your DPS, you can 1-shot most of the monsters at MP5.
I believe you'll have problem generating fury from WWing (as you need to hit mobs for fury generation. Mobs died before you make the second hit and thus difficult in managing fury)
I think MP6 is better.

Your skill setup is in good order.

You can replace war cry (defensive skill) with other skills.
- Rend/Blood Lust (denfensive & offensive skill)
- Rend/Lacerate (offensive skill)
- HOTA/Smash (offensive skill)
- Overpower/Killing Spree (offensive skill)
- Overpower/Crushing Advance (defensive & offensive skill)

Test these skills and find out which gives you the best result.
