there is many ways... via touring racks, handing it on top tube or bars or bar ends as you say... or you can even take the rice out and fill it in any tubes you can find... or even fill your tubes with it... bet it plugs puncture holes when you flat...

let me try to guess the long story..

1) one day, suddenly you see some extra digits in your bank account
2) decides that you should go on the internet a bit and surf some bike porn
3) suddenly, eureka!!! and 1 + 2 = 3 (new handlebar)
4) drive to ATM on the way to bike shop
5) kena racun a bit by bike shop operator
6) the rest is history
7) pants down, ass whipped for spending loads of monies on something that makes no sense watsoever

bar tape usually comes with it, but usually also with their own logos and branding.. if you want plains colored ones... then, it's electrical tape... hardware shop only have the black, yellow and red ones if you are lucky to find the latter 2...

else, try daiso for colored ones (3 for RM5)... or 3M ones... more expensive but it does not leave glue residue and then craps out on hot days under the sun
