Ideal case, yes but practically (real life), impossible. Nothing is perfect.You want it not to use electricity, you have to totally switch off the thing. Else do you really expect the wireless charging pad to wake itself up to start charging your phone when you place your phone on it?
This also applies to transistors in all SoC. Ideal case, it should be consuming no power at all when one transistor is in its off state. But in real life, there's something called leakage thus making zero power consumption idle impossible
