You should not give out serial number to them because it might be sold or given to pirates to make legitimate copies of your software. If you have original software, there is no need to be afraid of them come checking. You should have all the necessary windows stickers, office license and anti virus licenses ready if they drop in.
I do not have any idea why they need proof of purchase for. Check for stolen computer/ software? Tax the software/ hardware selling company? Tax for the units of computers in office?
If it was a scam, then u only provided not enough details for them to work with. If u provide number of pc and software (Which is enough for them to do a counter check) then you have nothing to fear. And NO serial number should be given. If they want, they should come and check, take pictures so we know who took it.
Giving out serial number to anyone/ anybody is already an offence to begin with. Being a Gov agency does not give u the right to take this also. Because seriously if i were a big time pirate and have links to that agency that is collecting serial numbers, i could repack and sell a genuine copy of any software already. Most software companies already know of such tactics of selling stolen serial numbers.
