nope.. when the engine is running, the alternator charges the battery. Therefore you will not get a flat battery whenever the engine is running.

You could look up brotan who has a good understanding and supplies quality chargers/batteries.

The 12V DC output from the car is usually cut off whenever the ignition of the vehicle is switched OFF. Therefore, any pariah charger shouldn't cause the battery drain.

The 12V output in the car works the same way as your radio.
When you turn the ignition key on, the radio and all other peripherals in the vehicle would be functional, but that does not mean the engine would start running. In this mode, the vehicle peripherals are powered up purely by the battery. Without the engine running, the alternator does not re-charge the battery. For prolong period, you will get flat battery.

So, in your case, the car charger is not the culprit of your car problem.

Use the File Manager that comes with the Sentinel ROM.
From there you should be able to see the location of all your files. Check if your Titanium backup folder is located at which location.
