speed is faster than HSPA+, but slower than LTE. so HSPA+<DC HSPA+<LTE

usage depends la bro, your best bet, is to install some usage tracker, and track your usage, then pick a plan that fits yours. mine fits well with 28/month

used to roam on celcom for 2G, now they are using Maxis for roaming, when out of Umobile tower.

Been using my sister lumia920 with UMI28.. no problem surfing web around Puchong, IKEA area and 1U. All time H+ signal 

gonna switch to umobile due to its prepaid + monthly unlimited data plan bundle with free sms and good rates 

Like azrash mentioned, UM have stopped their partnership with Celcom somewhere between 2012 and opted for Maxis, which is a good thing IMO.

i got situation like this,

my phone battery shown 20% left, i plugged to wall charger, left it around 1 minute, come back and saw the battery stated full already. need to reboot my phone in order to get its indicator back to normal.

anyone got problem like this? how to solve it?

Never encountered this problem but IIRC, I've seen quite a few members having similar issues (but the another way around instead; where their battery will drop to 0% out of no where).
