Well you don't "need" it, but if you spend lots of time in LTE enabled areas, why not?

It'll depend on quality of the network and back-haul as well. Where I am, the HSPA+ network is leaps and bounds ahead in terms of latency,stability and average speed of any 3G network I've used in Malaysia even though they use the same technology. Well with the infancy of LTE in Malaysia, I don't really have very high expectations anyway, though hopefully with lesser amounts of people using LTE, better speeds and latency is easily achievable. I like future proofing devices anyway. I sometimes tether my phone to my laptop as well.
If you feel that HSPA+ is good enough for you, then go right ahead =)

You should note that the international i9505 is the model of the S4 that is likely to receive the most developer support while the international i9500 would be a bit behind most probably.
A lot of developers on xda prefers the snapdragon processor with qualcomm constantly releasing updated drivers etc. while Samsung is very slow and likes to take their time with exynos. Plus a lot of major markets like US, Canada, UK, Aussie, NZ, a number of EU countries etc. is receiving only the i9505. Majority of the galaxy S4 on a global scale for at least the first few months will be the i9505.
