Wrong.
This mobo can o/c real high, provided u r using the version 1.0 bios that came from K8N Neo3 GOLD edition (note that, there r slight differences in them..check your box)
I have attached the bios here (However i'm not sure if this is the bios. I have sold the mobo and this is the only one that indicates it's version 1...I'm not responsible if ur mobo KABOOM if it's wrong bios ). It allows me to hit 310HTT from bios, 350HTT with A64tweaker.

If u googled around, it will come out with people saying AMD asked MSI to change the bios so that sempron users can't o/c at all.

From braingan's mobo. He hits 370HTT i think. One more thing is, the mobo does not allow Vcore adjustment for CPU that doesn't have Cool N Quiet support.

His mobo is Gold Edition (can reset BIOS with button, not jumper). If u flash the wrong bios, it wont boot. U cannot RMA your mobo too.

Aiks....you have to use jumper to reset? that's not gold edition i think. But it doesn't really matter because both of them should have same bios. I got the bios from Gold Edition mobo and it works with mine.

If you flash wrongly, I think u can hot flash it again with a good BIOS....but i'm not too sure. Maybe someone can input here...

If u want assurance, maybe you can PM briangan. I got the BIOS from him. It's really hard to find from the net. (most people doesn't know MSI had edited all the bios in their website.)

I already said all the BIOS in MSI website are edited. No matter what version you tried, you won't go higher than 240HTT.

Ehh....the bios u r using now has PCI lock? Someone gave me his BIOS which clockgen showed it pci locked but can't get through 240HTT. I tested with my clockgen, it shows no lock...which is weird. So, make sure u got the latest clockgen to check if it's really locked. HDD will go crazy after 240HTT.

So, clockgen might not be able to tell exactly if PCI lock really works. Hng sent his bios to me which according to him, locked (he got stuck at 240HTT too). I tested on mine and it's not locked.

Well, the bios briangan gave is surely locked. What i meant is the bios that's downloaded from MSI website. Some people said it's locked (from clockgen) but still cant pass 240HTT. Your previous BIOS is having the same case.

If it has pci lock, means it's stable. Not the other way round.
Anyways, give it a try. See if the PCI clock will rise when you push HTT. Do it in windows first....using clockgen.
