Indonesia has 2 consulates in Sabah - KK & Tawau. No longer claim Sabah belongs to them.
Philippines administration is too weak to take charge to set up a consulate, scared its people will riot; in their school book history & maps under Marcos, Sabah is in Philippines and their claim on Sabah is still on (in domain stage). Scared setting up consulate in Sabah will weaken their domain claim.
Maybe now Malaysia should stand firm and insist that they set a consulate to aid their citizens in Sabah. No consulate, no other aid like pro bono legal service when their immigrants landed in court.
