Ping to NA is worst in terms of actual numbers. You'll range from anywhere between 220ms to 350ms depending on time, state of the undersea cable, server congestion, and the use of tunnel software/your net. However, your spikes are lower and the latency remains stable.Ping to EU is better, you'll range from anywhere between 190ms to 350ms. However, the spikes in your Internet happens more frequently.
I've been a player in EU since launch and still play there. Look me up if you're on Fraya, in-game name Sehr.
For casual PvE content, you can clear/fill your roles perfectly fine with some effort and help from gear with these numbers. PvP (un-equalized) is impossible with anything above 100-120ms. For equalized, it's challenging but doable. Anything above 250-280ms will still kill you though.
