Nearly nine out of 10 voters disagree with Putrajaya’s past moves in granting citizenship to Indonesians and Filipinos to live and vote in Sabah, according to the latest voter survey amid an ongoing royal investigation into the flood of foreigners there for the past 20 years.

Independent pollster Merdeka Center For Opinion Research, which surveyed 1,021 voters in Peninsular Malaysia at the end of January, reported today 86 per cent saying they disagreed with the government’s past action that has seen the foreign population boom in the Borneo state and earned it the moniker “Project IC”.

The survey also found 60 per cent of voters saying they believed a large number of foreigners were still getting the blue-coloured identity cards marking their status as citizens.

The longstanding issue of illegal immigrants that has continued unchecked for decades has turned emotive among Sabah natives like the Kadazandusun and Murut communities, many of whom feel that the state has been robbed of its sovereignty through the massive influx of foreigners from neighbouring Philippines and Indonesia.

More than a quarter of Sabah’s population are foreigners, totalling a staggering 889,000 out of the 3.2 million-strong population in Sabah, or about 28 per cent, based on a 2010 census.

Sabah has 926,638 voters, according to a June report in English-language daily The Star.

The large number of foreigners has also worried Sabah natives, who often blame them for the rise in crime and for stealing job opportunities.

More than 100 armed Filipino gunmen intruded into Lahad Datu, claiming ties with a Sulu sultanate that gives them ownership of Sabah on February 9 and have since refused to leave.

Recognising the political significance of Sabah’s illegals problem, Prime Minister Datuk Seri Najib Razak had agreed to form a royal commission of inquiry (RCI) to look into it.

Tun Dr Mahathir Mohamad, Malaysia’s longest-serving prime minister who was in power from 1981 to 2003, has been accused of spearheading the so-called “Project IC”, in which citizenship was allegedly given to immigrants for their votes.

But former Sabah Chief Minister Tan Sri Harris Salleh, who administered the state from 1976 to 1985, has denied at the RCI of the existence of “Project IC”.

Dr Mahathir told a press conference last month that foreigners in Sabah had indeed received citizenship, but stressed that it was “within the law”.

The inquiry before a five-member panel led by former Chief Judge of Sabah and Sarawak Tan Sri Steve Shim Lip Kiong resumes on March 5.

The January 23 to February 6 survey, which was funded internally by the Merdeka Center, aimed to gauge voters’ perceptions of issues in the run up to the 13th general election due soon. It had a margin error of three per cent.

The research house said the survey took place after the January 12 People’s Uprising rally backed by Pakatan Rakyat (PR) leaders in the national capital here as well as the ongoing media coverage of the Sabah citizenship-for-votes royal inquiry.

It noted that other issues that formed the talking point to its survey included carpet dealer Deepak Jaikishan’s and former Inspector-General of Police Tan Sri Musa Hassan’s statements controversial statements against the government, and the “Allah” religious dispute.

Living on a knife's edge: that was the Sabahan reality for the last two weeks.

While Putrajaya played at diplomacy and our home minister mugged for the cameras, many Sabahans were left angry and confused.

There are intruders on our doorstep! Why are they not being chased out?

Do not believe the rumours, Putrajaya said.

We are hoping for a peaceful resolution, Putrajaya said.

And now, good men are dead.

My mother, ever the optimist says, "Let's hope it all turns out for the best."

But I know that right now she is checking that the knives are where she hid them.

Sabahans are not surprised.

Just a few years back, the Population and Housing Census Report for 2010 of the Economic Planning Unit said 27 per cent of Sabah's population are foreigners.

Nearly a third of Sabah.

70 per cent of of Sabah's prison population are also foreigners.

It is the reality Sabahans live with. Foreigners are everywhere, with even their own dedicated settlements.

According to Tan Sri Simon Sipaun, formerly of SUHAKAM and currently PROHAM chairman, when Kampung Ice Box in Tawau burnt down 25 years ago, 5000 people lost their homes.

Only 500 were Sabahan.

Everyone's favourite MP Datuk Bung Mokhtar Radin's own constituency of Kinabatangan numbered about 85,000 as of June 2005.

Only 25,000 of his constituents were Malaysians.

To say that Sabahans have seen it coming is an understatement. Even now, there are 'black areas' in the state capital of Kota Kinabalu that locals will not go. Enter them at night, residents are warned, and you might not see the morning. Not even the police dare.

For years, Sabahan politicians from both Barisan Nasional and the opposition have clamoured for action. Funnily enough, illegal immigrants are one of the few things that has them on the same page.

Because this is our reality: Sabahans have been at the mercy of foreigners for years. Foreigners who have been aided and abetted by Putrajaya.

The RCI findings have proven instead that the sheep have been asking the wolves for protection.

While Filipinos are given ICs and voting rights, many true native Sabahans in rural areas do not have birth certificates or MyKads.

Of course, Sabahans are angry. Some have even taken to calling West Malaysians 'semenanjing' (West Malaysian dogs).

And can you blame them?

Can you blame them for being angry at Putrajaya's failures? For its promises that once it took over the state from the opposition that things would be better? Rosy visions of development and prosperity!

Sabah is still poor. Sabah is still awash in illegals.

And now Sabahans are cowering in their homes, living out the nightmare they knew could be coming.

If only Putrajaya had listened.

Moro National Liberation Front (MNLF) political chief Gapul Hajiru has sounded his warning that the Lahad Datu incident may result in a ‘civil' war (a correct technical term to use if they are Malaysian citizens).

According to Philippine Star, there are more than 8,500 Filipinos in Sabah who are mostly Tausugs, said to be members of the fiercest of Philippine Moro tribe.

Are they the courtesy of former PM Dr Mahathir Mohamad's ‘citizens-for-votes' project?

The Sulu sultanate may or may not have a legitimate claim over Sabah, but that is not the topic for discussion here.

We are wondering why the armed Sulu intruders came in the first place? And the timing too. Were they taking advantage of the government in the wake of the coming general election?

I tend to believe this could be a suicide mission, not unlike the Palestinian suicide bombers, to highlight their claim over Sabah. They hope to bring the world's attention to their forgotten cause/claim.

They hope to get the Malaysian authorities back to the negotiation table. We hope our government is not so weak and stupid enough to take that course.

Their claim has been a non-issue for so long and even the Philippine government has not made/support any active claim on Sabah.

Quigonbond: Putrajaya has a lot to answer to:

1) How did the Sulu gunmen get past our border? Was it failure of our Navy?

2) How did the two commandos die? What were their standing orders? What were the tactics and mission objective? Where were they? Who gave the order?

3) Why did the siege/standoff persist so long? Does it have anything to do with BN being afraid to lose votes from the Sulu people who have been given ICs (identity cards)?

4) Are they going to take pro-active measures to ensure there is no escalation of violence in Sabah?

My condolence to the families of the two police officers who died at Kampung Tanduo. Unnecessary blood has been shed and yet we are no closer to resolving this standoff.

The treasonous act of issuing ICs to these Philippine islanders has embolden their leaders into thinking that they have the support of their community in Sabah and the right to be there.

With nearly one million ‘legal' and illegal Filipinos residing there, it is natural for them to think so. These are unintended consequences when greedy politician are only looking out for themselves rather than the well-being of the nation.

Our political leaders must stop dithering and start making some tough decisions before the situation degenerate any further. This is an armed invasion. Get the military leaders involved.

This situation is best handled by the military rather than the police. Much of the taxpayers' money has been spend to equip them. It's high time that we put them to good use. If these people refuse to leave, throw them out.

'How can our police simply confiscate and destroy papers issued by the government, unless they knew these documents are fake...'

Is this the same Harris Salleh who was implicated in Project IC which benefitted mostly illegal Suluk immigrants from the Philippines?

The same Harris Salleh who was once quoted as planning to overwhelm the demography of Sabah in favour of Muslims?

The same Harris Salleh, who after the killings and brutal murder of eight security personnel, suggested Malaysia pay the defunct Sulu sultanate RM200 million to "settle" the matter? I strongly recommend that the Special Branch investigate Harris Salleh.

Definitely not BN.

It's bizarre that Harris wasn't even aware of the existence of Project IC which has been attributed with issuing tens of thousands MyKads to illegals during his tenure as Sabah CM and he's so well-verse of these MyKads are destroyed by the security forces. Is he not slapping his own face?

As president of Yayasan Islam Sabah, an organisation set up to look after the welfare of 'imported Muslims', he should have known the large presence of Suluks, numbering 800,000, on our shores does present serious security threats to the state.

Surely, he was aware of the 'IC scam' all along despite his pretences at the RCI.

The Election Commission (EC) says it is “unfortunate” that the 13th general election will be held before the completion of the royal commission of inquiry (RCI) on immigrants in Sabah as it can only clean the electoral rolls after the end of the inquiry.

The prime minister should disclose how many of the Filipinos in the Sabah intrusion hold Malaysian ICs, said PKR director of strategy Rafizi Ramli.

This is in the light of yesterday's allegations that the alleged Agbimudin @ Azzimudie Kiram is a Malaysian and was even a former assistant district officer (DO) in Kudat, Sabah.

"Confirmation by a spokesperson for a group ... that Azzimudie Kiram was an officer of the state government continues to raise questions about the real background of the conflict war in Lahad Datu,” said Rafizi in a statement today.

"Is Azzimudie Kiram a Malaysian citizen who had been given a blue IC?

NONE“How many among the armed intruders (in the Lahad Datu incident) possess blue ICs?” he asked.

Yesterday, an article published in a Filipino portal InterAksyson quoted a Sulu sultanate spokesperson as "confirming" that Azzimudie (left) had indeed served as a district officer in Kudat.

Sabah MyKad recall can be done, says Upko.

A proposal by three Kadazandusun Murut parties to recall and reissue identity cards (IC) to only genuine Malaysians in Sabah is not an impossible procedure, said Upko president Bernard Dompok.

He admitted that there would be complications involved in pursuing such a proposal as it required looking into the appropriate laws.

"It is a difficult process. But if we put our heads together, it can be done. This is a proposal that we feel can help towards securing our (Sabah people's) citizenship in this country, especially for those who deserve it," he told reporters after a function in Penampang today.

Dompok noted frequent changes had been made to the IC over the years and should another change be implemented, he said that would be the time to review whether the IC or MyKad holders were genuine citizens when they appear at the Registration Department to change their ICs.

Not only will BN government not recall Sabah ICs, it has been issuing more and will issue many more ICs to foreigners in its "ICs for votes" exercise in Selangor and elsewhere throughout the nation.

Needed - truth, reconciliation

Have you heard about the Sabahan district officer who was detained under the ISA for 59 days? His name is Hassnar Ebrahim, and if you have not heard his testimony, please view KiniTV's 'Hassnar: IC giveaways since 1981' and decide for yourself who is telling the truth about the infamous ICs case and cover-up in Sabah.

Nur Misuari leader of MNLFMalaysians must strive and seek to know “the truth, the whole truth and nothing but the truth” regarding the Sulu sultanate, their claims, and the whole cover-up till now. In fact, one of the most damning revealations to me is also the Al Jazeera interview with Nur Misuari (right), the former leader of the Moro National Liberation Front (MNLF).

We must get to the bottom of this matter of national importance and priority without any more cover-ups or media-controlled lying.

Even former Armed Forces members are getting into this fray of discussing why and how we needed five battalions to fight a mere 200 intruders. I am in some of the loops and it is interesting how “anger and emotion are waging information wars in cyber space”.

Therefore also, I would like to also applaud the proposal from the three major KadazanDusunMurut parties and their leadership that in Sabah all “ICs must now be fully withdrawn, and reissued to only authentic candidates using the Malaysia Agreement guidelines; without fear or favour”.

I believe there are some simple but true and effective guidelines for this can be legitimately given to “authentic foreigners being welcomed in Malaysia”. My 94-year-old dad sat on the IC Committee formed after Merdeka and he was verbalising some of those guidelines personally to me. One of them was the speaking of Malay, and the other was a stay of at least 12 years in Malaya before Merdeka.

azlanWhen we do such a review and replacement exercise, I suggest that in their ICs, it must also be publicly stated that they are Sabah residents, since immigration is a state matter under the Federation of Malaysia Agreement. Is that not also why peninsular Malayans are not given automatic entry into both Sabah and Sarawak?

Maybe these two states may also want to insist under their state enactments that they do not want to recognise federally registered political parties under the current Registrar of Societies (ROS) rules to become locally-registered political parties in some automatic way.

When I was the secretary of the RMC’s Old Putera Association in the early 1970s, we were formally advised by the ROS that we cannot apply for branches to be set up all over Malaya and Sabah and Sarawak because that would make us a national association, and that we might then become a national threat to the current establishment.

We accepted this logic without question, sicne we had no ulterior motive of taking of the country by some illegal means, even if we as Old Puteras had the capability.

If we do not put a stop to this kind of cross-border neo-colonialism, we will continue to propagate and promote the Malayan brand of ethnic politics to be exported to these states, too; which I hear are naturally multi-cultural and multi-ethnic without too much overt racism and discrimination. Malayan politics seems to be teaching them our bad habits as well.

Getting to the root of the problem

Hassnar's (left) testimony is very telling about truth matters on the matter of Sabah backdoor ICs. I saw, heard and felt no reason to disbelieve this man, who has waited in “disgrace all these years” for an opportunity to tell the truth; his side of the truth. Truth matters in all and every area and arena of life. If truth does not matter, God cannot exist. Period. That, too. is the truth; God is all of truth.

There is both authority of truth and truth of authority. Currently the mainstream narrative about Sabah is very aggressively proposed and defended by Dr Mahathir Mohamad that the Filipinos were treated in no way different than the Indians and Chinese of peninsular Malaya. Really?

The truth in context is that the Indians and Chinese in Malaya were residuals of the British colonial masters and their political and economic hegemony. Unless the Filipinos of Sabah were also colonial residues of the British Raj; even if by cause of legitimate claims, these claims must have been made known to the Cobbold and Reid Commissions and the United Nations referendum on this matter.

Minimum feedback

These details signal an alarming trend.

Decisive action is required to safeguard Malaysia's development potential and forestall a crisis situation such as in Greece.

In line with public interest, therefore, and as a first step towards democratising the management of government finances, we, the undersigned, call upon the BN and Pakatan Rakyat, the main contenders for government in the 13th general election, to openly lay out detailed policy positions on how they intend to manage the nation's finances.

In their policy briefs on national finance and debt, the two political coalitions must provide the following minimum feedback:

1. Justify the projections for the borrowings that they anticipate making in the coming five years under their respective watch;

2. Spell out plans for tackling fiscal deficits and ballooning government and household debts;

3. Explain how their election manifesto promises on government spending will be consistent with sustainable debt and resource management;

4. Declare their commitment to investigating illegal financial outflows and repatriating these monies as prescribed by the United Nations Convention against Corruption;

5. State explicitly whether they will support the foundations of public transparency and accountability in our national finances by:

- establishing a continuously updated 'debt register' that will be publicly available on the Internet, which records the stock of debts, the sources of these debts, interest/dividend payments made on these and details of the uses made of these borrowings;

- establishing a multi-partisan parliamentary committee for debt oversight and approval;

- holding public fora and referenda on spending or debt decisions of great import; and

- other possible measures.

We urge the two major political coalitions to produce their national finance and debt policy briefs focusing on the proposals set out as soon as possible.

The voters deserve to go to the voting booths with better knowledge of what to expect in the management of Malaysia’s finance and debts from the new government in power.

TDM,you are dead wrong in saying that the Chinese hate the Malays..Majority of the Chinese DO NOT HATE the Malays or any other races,Majority of the Chinese just hate the corrupt Malay politicians and civil servants just as much as they hate the Chinese,Indian,Iban ,Dayak Kadazan (etc etc) politicians and civil servants...because these "devils" have betrayed their trust...Simply put CORRUPTION and ABUSE of POWERS is the HATE objects not people's ethnicity. Sad to say, during the 22 years under your watch, the corrupt practices became increasingly more blatant and rampant, and your successors did not do to arrest nor to reverse the situation. Now the situation has become so intolerable that the RAKYAT of ALL RACES are rising up against the corrupt devils...YES THE RAKYAT HATE CORRUPTION and ABUSE OF POWER NOT THEIR ETHNICITY

Yes, you're right!
There is no hate whatsoever between the races in this country.
In fact, race and religion were not issues at all!!
Nobody really bother about such issues because they were non-issues!!!
That is, before one Mamak got the Eureka idea that he can corrupt, scam and scandalise Malaysians full tilt!!!!
And from his time until now, corruption, scams and scandals have been going on unabated!!!!
Not only is his own party reveling in such activities but also all its component parties are also roped in!!!!!
Now that Malaysians have at long, long, long last woken up from the nightmare and wanted to depose of them, they are fighting teeth and claws to prevent that!!!
The reason is simple because when PR takes over Putrajaya it will mean depriving them of the gravy train!!!!
Not only that, they will have to pay for their crimes of the past decades!!!!
Which  they so rightly deserved!!!!
Also, staying in power also has the added advantage of enabling them to continue with the same old, same old!!!!!!!
But all this pain for Malaysians must be ended, once and for all!!!!!!
Who wants to suffer unless one is a masochist!!!!!!!!
So, do what's right!!!!!
Give the criminals what they deserved!!!!!!!!!
