Yeap, i tried remove Google Account method as well and it doesn't seem to work.
I'm having hard time, can't download any apps and update apps -.-

I thought I'm the only with the issue for my device so wanted to send to warranty centre to check.

Look in TWRP pages, see if there's an option to "mount /sdcard"

Did you select external storage during backup? It should be the default one, internal storage.

Toolkit
http://forum.xda-developers.com/showthread.php?t=1995688

Download the stock google image here

https://developers.google.com/android/nexus/images#occam

Install the Nexus toolkit in PC. Select install the phone drivers after launch
Copy the downloaded stock image ( a tgz file) to the subfolder " put your stock google image here " in the nexus 4 toolkit folder in PC
Choose flash stock image from the Nexus 4 toolkit menu
Your phone need to be in fastboot mode and connected to PC

You want better assurance do it from terminal:

Downlaod the latest img file from http://techerrata.com/browse/twrp2/mako

Switch off your phone. Boot to fastboot mode . Plug the phone into your computer. If you have the right drivers installed, your screen should now say FASTBOOT USB. Run the following command via the command line:

fastboot flash recovery recoveryfilename.img

Note that you will need to change the last part to match the name of the file that you just downloaded
