Actually all they need to do is allocate x% for staff purchase and y% for public. x% to staff on first come first serve basis. y% to public on whatever fair basis
If 100% all for staff, what is the point of doing so much advertisement and PR, pre-registration, wasting money and time and create unhappiness. Might as well close door and do whatever they want within...
If first phase 100% for staff also no problem, then only do advertisement and pre-registration for subsequent phases and and just announced phase 1 fully sold. Less unhappiness..
