Which is why region specific games is such a big hoo haa issue commercially. Even though Sony said the PS3 is region free, it could be they're doing what Sony did with the PSP, le tthe publishers decide about the region protection.

Yes you can register a gamer tag first. Phone numebr doesn't matter, but address you must get the STate, City, Zip correct for the country you're registering in.
