I put Bukit Mertajam in Malay & Chinese. Even Georgetown also don't have.

I think the kelip 2 might be hardware issue. I suggest you post a thread on wpcentral, see if someone has similar issue already solved it. Otherwise, I suggest send to Nokia care centre.
