If u can reach the horn, try plug some bulb/meter see if there is power when horn button is pushed. If there is current then check ur horn, power it direct to battery to test.
If no power at socket then might be ur horn button problem, if all fuses ok.
All my step above is to pin point where is the real problem.
Not sure about the clock spring tho..

i like the paper type coz more filtration.. so the cooling coil wil not dirty by smallest dust.. heheh the paper cheap2 only.. its not very often to changed it..
