Just got myself a Dell S2340L. Previously using a matte IPS monitor. I prefer the glossy screen, but I have to say it put much more strain on my eyes compared to matte screen.

beside DELL; for me, IPS  panel next choice will be LG.

IPS series 4 from LG. BENQ, for ips havent heard any of it

and also Dell Professional Series: P2412H, non glossy screen too but TN panel, cheaper than UltraSharp Series. If HDMI is important but not found in U2412M, can search for it's successor: Dell U2413, add HDMI 1.4 but removed VGA. It's not only regular IPS panel but is AH-IPS, as result better panel in 8bits, 1.07 Billion Colors, better color gamut, better response time. Other connectivity different is USB 3.0 with 1 power charging port.

been searching for LG IPS237L for quite some time but no stock..
watch review on youtube for  IPS234V-PN ..almost0 same as IPS237L and quite like it...

i dont know about which DELL series but any model that can compete with LG?

1) Asus VS239H-P
2) LG 23EA63V-P

not sure it's direct successor of LG 7 Series or not, price should be around your max budget but no idea whether it's already available at local dealer or not. For Asus, listed price is RM649, may PM zhen^wei for latest best price. If you need to buy monitor now without waiting anymore, I guess Asus VS239H-P is most close to IPS237L for you to consider since you said IPS237L no stock. other popular brands such as Dell or Samsung, their best model also met your requirements but out of your budget.

if no hurry, then wait for LG stock 
I also very like LG new EA series design, 
For ASUS, certain VS series more like value design model, better design have to add more  spend in MX series.

Finally bought the Asus VX239H.. Overall nt bad, gud choice for matte screen.. but I have to admit Dell's 27 inch was tempting.. Image looks nice but the reflection was the turn off point..

from your description.. it is better to get U2412M compare to the other that you mentioned?
