Random china brand?
If it's yoobao then it's safe. Yoobao built up its reputation globally.
Actually battery charging depends on the USB Port. We normally say USB Charging is slow because we charge from laptop/PC. Normal USB port, the standard output current max at 0.5A while Samsung chargers comes in 0.7A for Single core/older devices and 1A for Most dual core/newer devices including Galaxy Nexus. It all depends on the output of the usb port.
Just look at it... We use same cable to charge from adapter and to charge from USB port. Since they are both connected to USB Port. Then you guys asked why the speed to charge from a PC USB port is slower. It's all because the adapter is designed to output at 1A instead of 0.5A on PC USB Port. Of course there's motherboard with specially designed USB Port to output 1A or even 2A current like Gigabyte motherboard but that's still rare. Common usb port just output max 0.5A.
Then compare with the charger we have, which is 1A. When the voltage is assumed to be same, for same period of time, a 1A charger charges at twice the speed a 0.5A USB Port charges. That means... If it takes 2 hours to full charge with Charger, it takes around 4 hours.
For powerbank, they normally list down the spec of each USB output. Like Yoobao 11200mAh, it has 2 USB Ports for charging. One of which output at 1A, another one at 2A. As long as the current output provided is accurate, it should charge at the same rate as using Galaxy Nexus charger rated at 1A.
Yoobao 11200 has 2A output but I would say is not recommended to be used for our phone. The output current is too large. Theoretically, if our phone can sustain the input power, it will charge twice as fast as our 1A charger but no... The circuitry on the phone is not designed for this. It will harm your battery and even your phone. Avoid doing so.
