Unless of course his Uni is willing to pay and provide for the services and hardware required. A GSM modem can cost hundreds IIRC, so yeah.I dabbled in such a project during internship before, although I didn't get to touch the SMS part of the system, it works like this:
Customer puts request in the web module, which is stored in a DB. SMS part of the system polls the DB regularly and sends out queued SMSes with a GSM modem with a prepaid sim card. Try to figure out the API for the GSM modem and it should be pretty straight forward.
