because there's exist in mechanism called 'internal level', where the later you promote, the lower the exp you will get. and yes, it is better imo to get certain skills fast rather than wait for a while just to get the extra stats. since promoted class gets its 2nd skills on level 15 & unpromoted on level 10, using seal around that level is suggested if you wanted to get other line class skills fast. besides, dun forget every char/class have capped maximum stats, so if your rng is good, you may gain more stats every level up, thus reaching the capped amount fast = no need to wait more level to promote right?
