Paypal seems a bit high, ye.. I think I used Maybank's conversion rate when I bought this, RM190-ish as well ahahahaha.
And no, there are no open beta. But, from the two hours I spent in the stress test, I do believe that, while it is still unfinished and unpolished in some cases, it is 60 USD well spent for me.
...it depends of what you want out of the game though

. I can only say from my POV (Mainly PvE, with PvP as a side dish, but not the main course. Don't want to relive the WoW-days, where it is a race to get to max-level and start downing bosses in raids. RL commitments means limited playing time as well)

350ms is quite high actually. I see this game need dodging etc and some swift reaction, wouldn't that affect it?
Definitely. I got pings as high as 1 second when I am using VPN to play this. There are some hairy moments and some deaths when I was playing my sword/Pistol Mesmer. I switched it back to Staff Mesmer (ranged) to alleviate this. but I am going to try without VPN and try to see how much BW will it consume on my broadband on a whole day stint.

Would it be highly complicated
There is a video somewhere, that says GW2 combat system is as complicated as you want it to be. There are no rights or wrongs in the PvE-side, where you can play as you like it. Weapon choices between classes makes it a ranged or melee heavy, and also makes it primarily a nuker, support, or control. Keep in mind, you yourself are in charge of your own health bar! Everybody can help, some more than other (Water Elementalist, I am looking at you!) but it is not enough to sustain you like a tank.

& need serious grinding? ...
You can take your own sweet time with this. Of course, there is the grind to get yourself to max-level. But they designed (and I still wish that they keep at it) that it would take static time to up a level. (around 1-2 hours per level, on every level after 10. If I am not mistaken)
Of course, it all depends what you expect from the game though! The PvE-side seems like to cater to someone who plays casually, who wants no pressure in reaching max-level and enjoys the game, while at the same time also feel the thrill of big boss fights, which is exactly to my current liking.
PS: If you are the explorer type, you WILL like this game. The world is HUGE!!! 2 hours in the stress test and I barely scratched the human starting area, and the human city was so big I got lost and confused.
