Correct.

With good reason (Job location changed, student, migration). Region lock can be lifted and changed f.o.c though support. They stated they will have a solution soon.
Friend from Australia just did that. She changed the keys from EU region to US region. Problem is that even though Anet's support is quite good, you still have to go through unnecessary procedure.

As for the paid services, that's for after you chosen a home world to play in and wanted to change to other world; a.k.a home world change. It will cost 1800 gems and limited to once per week and lost the buffs from previous world till the next WvWvW started. (price as in BWE1 before it went free for first day, BWE2 and all NDA closed beta test and stress test).

And guesting is where you can join your friends in ANY worlds you want for free. But you can't fight for their world in WvWvW.

Other important note is that it doesn't matter which region your account are tied to, you can choose any world you like, EU worlds or US worlds, as your home world.

Do note that if you choose to, you don't have to spend any cash on the gems, you can always buy gems with your game coins from other players the legit way, quite a way to prevent RMT.

No. Malaysia is counted as NA region since first day, in Arenanet term.

I was wondering, why not some one create a community guild?

Example : Lowyat.net [LYN] then we can use the roster and guild chat?

Of coz, you represent your main guild whenever you are doing PvP and PvE.
