Bolt-on and RWS skewer is a bit different. Bolt-on IINM the bolt is stuck to the hub, whereas RWS is like a TA. RWS and bolt-on can be used on normal 10mm (rear dropout (QR) is 10mm, only QR fork is 9mm) dropout.
