by bridging the two stories/games, it's effectively an ending for ME2.
you wont know what happened at the end of ME2 without that DLC pack.

in your post, you're effectively saying ME3's a complete experience on it's own-ME1 and ME2 are irrelevant

Think of it this way. If they released a different DLC called "Moving forward" (similar to arrival) and shows event on other world to 'bridge' ME3 and ME4. It's more complete to have it, yes. But it's not the complete ending we're talking about for ME3 itself compared to the shitsz that we got now.
And you have to read the comics as well to get a overall clearer picture. But the events / ending of ME2 remains the same regardless. Quite complete even if you didn't play arrival.
The complain now is now the 'arrival' type DLC, but missing ending from ME3. It's like they didn't finish ending of ME2 and provided it in DLC... and then released the DLC called arrival. And lastly, ME3 is the last of the trilogy. Even in ME2, they already said that the series is in trilogy, so people expect incomplete ending.. but this is the last of trilogy. There should be more.
It's like they show Return of the Jedi and cutoff the ending immediately after Vader throw emperor into the power shaft of the death star.
