There arent much unit controls outside the 4 squads you choose in the first 2 games, DoW2 and Chaos Rising.
However, in Retribution, you can get reinforcements to build your small army if you can control a HQ.
You can reinforce near the beacon, or near HQs in Retribution.
IMO, i think vanilla DoW2 and CR campaign isnt that good for me as it tends to throw you boss fights that are difficult to kill and time consuming to kill it. Still, Chaos Rising tone it down a lot so its more enjoyable. Retribution on the other hand is much better for me as it has a little bit of unit management and has barely any difficult to kill boss fight. Retribution also feature all 6 races in campaign while the first 2 games only feature Space Marine. There is a major weakness in the Retribution campaign where the campaign maps are the same across 6 races with different story.
Storywise, i think each games are good, but again, i think im biased to Retribution, though, Retribution manage to exhibit the uniqueness of each race very well in the campaign. For example, Chaos is pretty much about MORE BLOOD, MORE SKULLS and KILL MORE TO PLEASE THE GODS. Space Marine, is more like saving their recruits world from a demon. I know Eldar's story is very dark as they are a dying race, struggling to survive. Orks on the other hand, i heard their campaign is like a comedy as a lot of people say its funny.
It's up to you, i would say as each game is good.
If you want MP, Retribution is the best as it uses Steamworks and have the most players.
