just forget about the house, it never been yours, it belongs to your parent and he cheated your parent's house, its your parent's problem, even you fight it back to your parents, what others will think, now he is the bad guy, and when u win, u are the bad guy, if u are capable, why want to fight for something that never yours ?

my mum support him. my father is just a puppet to my mum, he is a peaceful person. 
yes, this is what im worry about, that y i asked should i report police. I will lodge a police case.

he's not thinking of getting money back. Ts just don wan any further problem from his animal brother. safety issues, not fight property issue

Since he chase both of u, then just stay ur new house and forget the animal. Maybe this moment u just tell ur close friend or relatives that stay their house until ur new house fully renovate, then only move it just couple months to wait only. That animal is cannot save anymore, just wait and let the god punish him in future.

Confirm one day he will used up all the money and find u guys back, that time just ignore him and report police.

If I were you, I will  make a police report and hide. Don't let the animal know where you stay. If he used up money, he will find you. Maybe I watch too much drama, but base on logic, he will find you when he need money.
If possible, migrate to other state or country, but this required you to change job.
