if you follow the story, I think they got into trouble when 3 person passed their account to their russian fren to login and purchase on their behalf.
another story is the russian fella gifted 70+ gift on a week that is why he got a ban on suspect of gaining profit? anyway the resolution is if you need to gift high volume, start a steam support ticket and let them know in adv.
steam basically wont stop you from buying and gifting but if you login your m'sian account in russia I think its a ban.

You may be blocked from buying games if you use VPN tunneling too often in a short period of time.

It means the game you buy from him will all be revoke. And he sure as hell isn't going to pay you back the money. So you'll waste your money because you'll lose your game once he get caught.

Russian price are just for the Russian people. To be fair, imagine what happen if everyone only buy Russian version of Battlefield 3 for example. You can bet DICE is not going to make another PC version for future Battlefield games. They will lose a lot of money when people exploit Russian pricing.

Steam is probably under pressure by many gaming company to prevent such exploit, which is why Valve is very strict now. Don't mess with this stuff.

well, if the game is revoked from your account, it won't effect you, meaning you won't get banned or anything.

QUOTE
What if a game I received in a trade is fraudulently purchased?

If this happens, the account where the fraud took place will be suspended. Your account will not be suspended, however the game you received will be removed from your account. We will restore the items/gifts that were associated with the trade back to you. Please contact Steam Support if a game that you traded for is missing from your inventory or account.

very hard to say, it up to steam decision whether they want to suspend your account or revoke the game that he gifted to you. but for sure he and his friend account will be perm ban

buying game at russian price and resell them for profit is a no no

Even getting someone to buy games for you in Russia might get one into trouble.

Just like the article from Rock, Paper, Shotgun.

aye.

steam games, in gift format,
buying low, i.e. from russia steam store ?cc=ru to sell else where to make profit will not make valve happy.
he will get a perma ban if people reports his actions.
i.e. if he pisses off any single client of his then he is basically fxxked.

that is why i always say i not selling steam games but "help friends buy games from steam" instead.
kecian. i help ppl buy games, sometimes i buy first they pay later.
they have the nerve to owe me for months.

sometimes i cannot remember if they paid or not.
must not make such mistakes again.

this reminds me that i still have x5 COH that some guy have not claimed from me.
perhaps i should revoke the gift access i.e. resend the gifts to myself and wait him to contact me.

He disable comment section. +1 for suspicious behaviour. Maybe he didn't know what he do is breaching Steam T&C. Read the EULA again, Steam can suspended your account if you breach their T&C, without any notice. But i know plenty member who asked their friend from Europe to gift them games, their account still survive. Maybe because they're not making profit.
