Im using torch 9810..i alredy post about my problem..this is it:

I just buy a new sim card but have the same problem.then i try to use the sim card on the other phone and it works just fine...how to update OS?must use Blackberry Desktop Software?

Make sure you have connect your Device with PC

3. Wiping your Blackberry OS [it is not important step, you can go to Step 4]

after wiping, there are no OS in your phone.. you will notice Error 507 appear on your phone screen
4. Loading new OS into your Blackberry

I bet you have download the OS, just make sure there are no other base OS that installed in your computer
before install the New OS , disconnect your device and close Blackberry Desktop Software
after install the new OS, connect your device back.
Navigate to C:\Program Files or Program Files (x86)\Common Files\Research In Motion\AppLoader (where C:\ is your main drive.)
find vendor.xml in that directory, delete vendor.xml
then, double click at Loader.exe / Loader
start the installation process choose the important thing that you want, dont worry.. most of important thing is already ticked
Click Next to begin the installation. This will take anywhere from 20 to 60 minutes on average. Do Not Unplug Your Device!!
your device may restart/reboot 5-10 minutes
5. Restore your Data/3rd Party Apps

Connect your device to your PC again with the USB cable. Open up BBSAK if you don't have it running already. Click on Restore Apps Make sure the folder that was backed up with BBSAK is renamed like the next box says. Click OK. The next box tells you that your device may flash, click OK. Now wait for it to finish. When it is done, the last box will say so along with the message that the device will reboot.
DONE !
you may also need to restore your data from Blackberry Desktop Software [if you wipe your device]

I solve my problem according to phone stuck after dialing *118# ....i update to OS 7.0.0.585 that given by u(from the link u direct me)....then i follow the step one by one on, by referring to ur Tutorial Install Base/Official/Leaked OS(steps no4 really helps me to understand)...after update and restore in about 30min..may phone back to normal..nothing issue with stuck after dialing *118# ....for my case is the OS problem...

actually you need to install the OS that contain these languages into your computer
so just find any suitable OS [All languages or Asia] , I suggest u find the same OS , means that.. if you use 7.0.0.540 , you need to find the 7.0.0.540 [Asia or all languages] , install it in your computer.. make sure you uninstall any previous OS in the computer..
after that open Desktop Manager/Software , connect your Blackberry .. go to Application >> choose only to install the language / writing input ...
I see...it is simple..means i dont have to delete vendor.xml then launch loader?and one more question can i use firmware(OS) from AT&T, vodafone, and others?is it all have the same firmware(OS)?

yes.. you can use any OS from any service provider around the world ,
just delete vendor.xml , and you can go install the OS..
the things that differentiate the OS is - languages , service provider and version..

I suggest. u update the OS , try .706 ...
maybe it restart by itself because of it becomes hang , [the small clock appear] and then. it will restart by itself.. it shows that.. too much memory is leaked... ,
