It's watercooling so hell yes you need water in the system.
Once the system is primed and if you keep the res cover closed tight, water doesn't evaporate too much. With a larger res, you can possibly top up water once a year but every few months would be a more reasonable estimate |

3k is more than enough.
when it comes to topup, i think ur maintenance time is shorter than the refill time . so, basically u'll be cleaning ur system before u topup ^^, |
