Guys, keep having this problem popping for me!
Most of the time is my game is 60fps, but sometimes, my DOTA2 lock at 30fps with Vsync on.

I got a method to track steam id and probably we could create a whitelist and ban list for the community and later add them into our dedicated server ban list.
