I had no troubles at all when transporting my cat from Sabah to Sarawak.
If I am not mistaken you need to go to the Jabatan Haiwan's office in Jalan Penampang where the Arkib Negeri is.
The last time my father was directed to go there.
Please call Jabatan Haiwan Kepayan to make sure

Yes, this vet is very expensive.
If your cat is a normal DLH or DSH you can neuter it at Klinik Kembiri Setapak.
Price is RM40 for male and RM60 for female.
This is the price I am getting.
Normal is RM50 for male and RM90 for females.
No need to board at all.
Just make sure you fast your cat the day before and then bring it for the operation.
You can bring it back the same day.
Other private vets are charging RM80 for males and RM120 to RM180 for females.

Kittens meowing can be many reasons the most important is looking for its mum.
Secondly if it is under one month old it still needs to be fed with milk.
