For Kerrigan Power 70, load up a previous campaign save. Need to be the archives from the leviathan one, not the master archives outside.
If you find that your achievement's kerrigan level didn't progress up even if your Kerrigan did in fact level up, then load a save even prior to that. And redo some of the missions, it's pretty fast anyway on normal mode.

for kerrigan's level, yes. i did load the very last mission and level up it to the max, it stills not completed even i finished the campaign with max lvl.. i will try again, if still cannot, when will start the normal campaign again to complete this achievement.
many people also complain the same things, so i thought it's a bugs
