developer have no worry on lawsuit. water meter not available? clause already cover. "ready for connection". Cabinet and fixtures not installed, not under HDA.

No worry at all by developer.

And sometimes with limited options even the reputable developers may selecte the wrong main con. All buyers in fact do not the truth as all issues will be covered up.

That's why my ex-colleague reluctant to buy new property instead he bought a second hand terrence house which already 15 year-old. The build quality of today is lousier than 10 years ago generally. 

Nowadays the new property is selling at ceiling high price but the build quality is not parallel to its price.

To me, the tiles and others are fixable so no worries. But the water leakage is a headache..
