If you dig further, this Soh Beng Teong jump from one bank to another, he might got relatives in PBB as well and one of the tnc mentioned the exclusion below:

Employees of the Public Bank Group, its advertising agencies, their immediate
families or any other persons connected with the administration of the Campaign

Pbb really listen to the complain and change the pattern of the grand prize winner to 10th, 15th and 20th of the top 103 spenders of each month.
