bnm mandated a migration to pin based verification for all PAYMENT cards....this covers debit, credit and charge cards...but bnm NEVER issued any instructions for atm cards...
atm cards by themselves, are already and have ALWAYS been, pin based...that's the only way you can take money from the machine...so it need NOT be "upgraded"...
banks however may decide to stop issuing atm cards, and migrate to co-branded debit cards...or may continue to issue atm cards alongside debit cards....
there is NO conflict between the two platforms...they can exist side by side....and i have both types of cards from overseas banks, accessing the same account...
so it's an individual bank decision and nothing to do with bnm...
