wanna get a personal loan 13k with 3 years tenure.

Just checked with Hong Leong bank it's 1% per month or 12% per year. However, Hong Leong bank gives rebate of 20% if you pay your installment every month not later than due date.. Just wondering is there any other bank that gives better offer?
