The RMAH is supposedly tied to your location. Even if you get a NA CE, its not going to change a thing. Is this info on the first page? It really needs to be. Well, not that anyone read the first post nowadays.
I asked daeity directly about it and he reckons it's most likely not region lock. But then he says that blizzard didn't confirm that officially. I even read bashiok's own statement even saying nothing is written in stone, and that they may need to do stuff to ensure that people buy their regional copies of D3.
The reasoning why D3 CE SEA is priced very expensive, double the price of a D3 CE NA, is because the bandwidth for the sea region cost a lot more. This was officially said by blizzard themselves, but i forgot where that link was :/ Probably also meaning they want the SEA people to pay more to cover the costs for setting up the server infrastructure in the region.
In that line of reasoning, i don't see why they wouldn't want to make it like SC2 region lock e.g. SEA can login to both US and NA only. And NA can only login to USA only. Because if they don't, whats keeping people not bothering with that doubly priced SEA D3 ? Nothing.
So either my distributor is just giving a scare to trick people into buying the expensive sea although there isn't a need to, or really at this point of time, nobody is certain for sure :/

Sounds a lot like distributor bull crap to me. I am pretty sure they want to double their earnings. Most likely Blizzard hasn't place a control price for it yet, or no rules set in stone for them.
No you can't see every other players in Diablo 3 like you can in an MMO game. You play in instances dungeons and the players that you can see are the ones who are in the same game as you are, like less than 10 (not sure bout the actual numbers but should be <10).
how much is the book of cain? by the way, is it okay if i register my battle.net account as Malaysia and register my game on that account? what differences will it make if i register on my U.S account?
Bnet account will sync with all Bnet portal. So there is no difference if you make a US, EU, SEA, KR, TW or ZH account. Game wise if it is US version then you can only access the US servers, and vice versa. Except for SEA where we can have access to SEA and US. But this is only true for SC2. D3 is region free, you will not be lock to a specific region. But if you plan to use the RMAH then you will be lock to the SEA RMAH, most likely they are going to use IP locking.

judging from the beta... around 200ms. I have the feeling that the US servers are mirrored/VPNed on SEA side (Singapore), recently also SC2:US is also less laggy. Havent tried WoW tho coz my wow acc is frozen. hahaha
200ms is very good. I found playing WoW was fine up to 500ms, and even 800ms was acceptable.
What you don't want is unstable ping, ie 200ms for the most part, but spiking up to 10-20k every minute. You won't enjoy the game at all if that happens.
yeah hopefully will be stable. In the beta sometimes will get lag spike and your toon will be like move 10 steps and warp back to the same spot over and over again ahahah.

yes you can but only one can be active at one time only. So if you login D3 at your home you cannot login to D3 at your GF's place also, but you can login to SC2 or WoW at your GF's place.
Are there any reputable M'sian/Sing retailers that have pre-orders available for the SEA collector edition yet? I'm talking about established distributors like TSB and Gamers Hideout.
but be warn the SEA one is very expensive, last I check its RM800+ not sure if they still have the pre-order. Why not just take the US one? there is no difference between the two. You will have access to all servers just like SEA and also the RMAH will be locked to your B.Net, no matter the version you are buying.
