That's bullplop.
I believe this happens because techking forgot to replace the old TIM when he repaired the GPU, thus the overheating issue. Or maybe he cleaned the old TIM but forgot to put a new layer of TIM back on the processor and GPU.

I've opened & cleaned lots of laptops before.
Also, some laptops coolers has too much of a thick dust accumulating at the fins which causes super high temperatures & the fan running at full speed all the time.

I've also opened and replace the crappy TIM used on my uber delicate Apple MacBook Air & use Tuniq TX-4 which reduces 5°C of the CPU temperature & 3°C of the GPU temperature.
While at the same time reducing the battery consumption because the CPU fan no longer runs all the time.

However, I do believe teckhing should refund your money since he has the laptop even worse instead of making it better.
Or at least refund 50% of the total you've paid to repair the laptop.

But what if he didn't even open the laptop to check at all?

Not to put more fuel into the flame, but he doesn't even have succesful tradelist for the customers to rely upon. To put it bluntly, I don't believe him.
