No, PRs' need not serve NS.
First gen PR (us)...no need.
2nd gen (our kids) onwards are required if they continue to retain PR by 16, cannot remember the exact age.

2) 5 yrs exp, current work involves structural designs in oil, gas & petrochemical industries. Is $6k sufficient? I have no idea what are the market salary atm in sg. Offered job demands offshore line of work (based in office).
6k alone, to be honest, will not be enough.
Rental alone will take up 1/3 of your pay unless you go for a room rental which is not really feasible.
You still need to put food on the table.
For couples alone, yes, it will be enough.
However, with a new born, definitely not enough.
You might manage, but it will be more like you just scraped through.
