The other day I saw someone got so frustrated with the plates being stuck there, that he took another plate and keep banging on the stucked plate to remove it - i have a feeling it lasted approximately 15 mins, its like a construction site lol. The root cause of these rubber is due to the plates... Scraping off the barbell will help a bit, but they should from time to time check those plates... the rubber keeps eating into the hole causing them to stick to the barbell when friction is applied between the hole and the barbell.
