I took note of advice from another forumer. Can complain via email to HSBC and CC Bank Negara (bnmtelelink [at] bnm.gov.my). I strongly believe you will get what you deserve if you're on the right side.

my friend got the tablet from the previous round of promotion. So I applied this time. Got an email that card has just been approved.

Yes, rep called to inform of approval. A few mins later, email notification received about the approval.

That's what I recall...

3.5 It is the Cardholder’s responsibility to claim their Campaign Gift from The Organiser once HSBC has confirmed the Cardholder’s application approval.
3.6 HSBC will provide every approved new Cardholder with a unique code that may be used to claim the Campaign Gift. Claimants should email can@ringgitplus.com once they have received their unique code.
3.8 The Organiser is responsible for fulfillment and will send each Campaign Gift via a reputable courier service within 28 days of HSBC confirming to The Organiser that a Cardholder has been approved for a HSBC Credit.

11. The maximum Cash Back on Petrol, Groceries and Dining is capped at RM5,200,000 throughout the Programme Period and will be awarded/given out on a first come, first serve basis.

Not yet. Not in welcome letter. Maybe by email, after activate the card.

In the email it stated:

Replied code to RinggitPlus: Nov 15
Confirmation email response by RinggitPlus: Nov 18 (email said can take up to four weeks)
Received tablet, delivered by GDex: Nov 20

thumbs up to RinggitPlus and GDex.

Next up see whether can get HTC phone or not. Already spent the amount required.

I logged into my account and saw the cashback amount on my spendings, but they dont reflect the 8% cashback rate... it was 0.3% for local and 1% for overseas.

yes, it was quite a turn off.... after 9.30PM, no more CS to answer your questions/requests!
And that's after automated voice menu.

I called OCBC line and it was direct (or quick menu then direct) to tone, instead of going through voice menu.

Nope. Early settlement is possible.

I called up and it is their mistake, they will zerolize my account and confirmed that my account is already closed on 11th Nov.
I was asked to check my statement again in 3-5 days time, it will be reflected accordingly.

Same thing happened with my case with Citi. Charged fees after I paid all balances and cancelled.
No auto-billing involved. Had to call them to have them zero it.

Or you can call back and they have records of the person who called you and request for redirect to continue the process.
