Don't always believe what the CS tells you. The best way to check for yourself is to do a transaction and check the actual exchange rate vs a reference online rate. The actual rate will be higher.i called citibank n ask, she said charge nothing....

Why don't you use a previous transaction and compare against the historical rate for that date? Then you'll see.
