You are wrong, the scheme is open to everyone, including individual, but only parent can claim for tax.

Syarat - syarat Pembukaan Akaun SSPN-i

Pendeposit dan penerima manfaat kepada akaun SSPN-i hendaklah warganegara Malaysia;

Pendeposit boleh juga membuka akaun untuk dirinya sendiri;

Setiap pendeposit hanya boleh membuka satu akaun untuk setiap penerima manfaat yang sama;

Penerima manfaat mestilah berumur antara 1 hari sehingga sebelum mencapai umur 29 tahun;

Pelepasan taksiran cukai pendapatan ke atas simpanan SSPN-i:

Ibu bapa dan ibu bapa angkat/ penjaga yang sah dari segi undang-undang yang menyimpan dalam akaun SSPN-i untuk manfaat anak diberi pelepasan sehingga maksima RM6,000.00 setahun tertakluk kepada jumlah simpanan bersih tahun semasa;

Ibu bapa yang membuat taksiran berasingan dan telah membuka akaun simpanan SSPN-i berasingan atas anak yang sama diberikan pelepasan sehingga maksima RM6,000.00 seorang setahun;

Depositors can obtain withdrawal application forms from all SSPN agents. Completed forms must be sent directly to the PTPTN office together with the necessary documents. In addition, depositors can request withdrawal directly at the PTPTN office (by producing the required documents and completed form).

Withdrawal of savings can only be done after one (1) year of saving in the SSPN. The withdrawal of 10% of the balance in the account or RM500 (whichever is lower) once annually is allowed (after one year of becoming member).

Withdrawal of up to 100% of the balance of the account is allowed if the beneficiaryfulfils one of the following criteria:

1. Is accepted to any government recognised IPT;
2. Withdraws voluntarily from the education system or is terminated for specific reasons;
3. Chronic illness with no hope of recovery with doctor’s certification;
4. Permanent disability; or
5. Death

Best way to 'play' is probably to put 6k per year for a few years until its sizable amount (let's say you go for 5 years), then withdraw one short in the 6th year. 7th year start putting 6k again. This will result in much better interest rate (just put the withdrawn amount in some investment or long-term FD) IMO compared to every year just add and add.
