Try dont use offset mode bro.
Manually set vcore to 1.45-1.5v see.
Coz u just change the multi from 4.5 so suspect is insufficient vcore causing corrupted OS.

i think it's hard to compare with others running on different specs & ambient temp.
but anything that's less than tjmax is good just like what's been highlighted by OC4/3 above.

it is the bios allows u to set up to 59X etc.
ability of a chip to boot into windows at that multi is another story.
not to deny that u got a 59X chip but just curious where did u see this clock, at bios post screen or in windows captured by CPU-Z

Looks pretty normal; but what about during load?
Ive had one core 10c hotter than the rest. But then the difference is reduced after applying Arctic MX4. smile.gif

Non-K CPU's can only overclock so far up to 4.1 GHz on 1 core and 3.8GHz on 4 cores.
But 3.9GHz is good for 4 cores for a limited unlocked CPU.

don't need to raise vtt if u just increase the multiplier
let vtt stay at stock ~1.05 if u don't play with dram OC

Intel recommended safe limits, but i don't really follow these biggrin.gif :

depends on IMC strength of the chip, some just need 1.05v but some love more juice to boot into windows.

don't worry highest i tried was 1.4v+ to clock Hypers, which is known to have compatibility issues with SB.
active cooling is recommended.

Put a fan blowing on the mobo's PWM area or waterblock.
This PWM will get toasty when u pump up vtt

flash bios to the latest version
google for bios settings
pls list down your specs: CPU, mobo, RAM, etc

for 4.5GHz OC
disable internal CPU PLL overvolting
set multiplier/ratio to 45X
BCLK 100.2 MHz (1002) (to prevent detected as ~99.8 in windows)
vCore 1.4v (depends on chip)
LLC level6 (to control vdroop on load)

CPU features
disable power saving features ie. C1E, C3, C6 (to prevent downclock on idle)
disable EIST/speedstep (to prevent downclock on idle)

Try increase vcore or choose higher LLC level, until u get rid of that error.
