I don't think all developers practice the same thing.

3 categories of developers :-

1. Most responsible - Everything approved then only do booking and S&P.
2. Medium responsible - Take booking first, then wait for paper work, then sign S&P
3. Least responsible - anything goes.

Hmmm I personally can't accept that as the reason. There are many many properties where it's mall below but the utils are still residential rate. Must be something more than just that.

Good for bulk investors because they can loan upto 80%. If it's under HDA, then it will be limited to 70% for 3rd property.

I would imagine the commercial rate thingie is undesirable. Probably developer cable not strong. Need Unify or something.
