For expatriates, I know there should be at least a 7 year experience requirement. The fresh graduates position are probably for the locals. It doesn't hurt to try so I'd say go ahead.

As for cables, well it helps if you have a friend in there who could pass your CVs directly to his supervisor or manager but other than that, not that I know of (if you're an expat that is, maybe locals work on a different road)
