You could try Mcconnell Dowell. I was contracted by them to oversea the SPT piping project in jurong island. Just completed it last week.
There's a upcoming tender for the Bukum-Shell project but i dont think Mcconnell Dowell will get the contract since they had alot of problems during the last project they were contracted to do.
The project manager was forced to resigned since he supplied Mcconnell Dowell with thai workers who couldnt speak english and there was alot of communication breakdowns, plus these guys were being paid 3k-5k.

Its not that hard if you just ask the common foreign laborer which is abundant in singapore in the engineering sector. Especially in the marine industry.
I remembered on welder guy told me that his company gave him an ang pow of 2 dollars during CNY celebration and that he doesnt get a fix salary. The days he doesnt work means he doesnt get paid so he worked OT nearly everyday, 7 days a week. And his OT rate is 3 dollars an hour.
The newspaper is controlled by the government, same like in malaysia so one should expect that they wont be telling the whole truth or swipe the dirt under the carpet.
For some companies (The majority which ive spoken to the staff) it is SOP eventhough its illegal, thats why singapore is regarded as a ABB or Ali Baba.
I recently mentioned that an indian national died in a crane accident in sembawang shipyard but it was never reported in the news since it would be bad press for the company which is under government control by proxy. Same goes for keppel and jurong shipyard. So people who have worked there or know people in those line of work know that unless alot of people die, one or 2 isolated cases are swept under the carpet and gets no press.
In singapore if a foreign worker dies in some accident its not usually reported, but households in the HDB gets into a quarrel, it becomes national news.
