All banks saving acc got branch code.. normally 1st 2 or 3 digit..
108 is Maybank Kampar branch code..
If you want his detail i can ask my fren who work in kampar maybank to check..

Not sure about it.. but its the IC number that register with account number of 108319061061 (Maybank) and he is an active customer there.
